Canada study permit: the process after the 2024 changes

How Indian students apply for a Canadian study permit today: letter of acceptance, provincial attestation letter (PAL), proof of funds and GIC, biometrics, medicals and work rules.

Canada changed its study-permit rules several times since 2024: there is now a national cap on new permits, many applicants need a provincial attestation letter, and the faster “SDS” stream for Indian students has ended. The good news: the process itself is clear, and a well-prepared file still succeeds.

1. Letter of acceptance from a DLI

Apply to a designated learning institution (DLI) — only DLIs can admit international students. Their letter of acceptance is the starting point of your application. Check that your programme also fits your plans after graduation: eligibility for a post-graduation work permit depends on the institution and, for many college programmes, the field of study.

2. Provincial or territorial attestation letter (PAL/TAL)

Most new applicants need a PAL/TAL from the province or territory where they will study. Your institution usually arranges it after you accept the offer and pay a deposit. Without it, the application is normally refused. Since 1 January 2026, master’s and doctoral students at public DLIs do not need a PAL/TAL; students on postgraduate diplomas or certificates, and at private institutions, still do.

3. Proof of funds and the GIC

You must show that you can pay your first-year tuition plus living expenses set by IRCC (the amount is updated regularly), plus travel costs. Many Indian students use a Guaranteed Investment Certificate (GIC) from a participating Canadian bank for the living-expenses part, together with tuition payment receipts, bank statements and education-loan letters.

4. Apply online: biometrics and medical

Apply online with IRCC. You will give biometrics (fingerprints and photo) at a visa application centre, and most applicants from India need an immigration medical examination with an IRCC panel physician.

5. Documents checklist

  • Passport
  • Letter of acceptance and PAL/TAL
  • Proof of funds: GIC certificate, tuition receipt, bank statements, loan letter
  • Academic documents and English test results (IELTS, PTE or others your institution accepts)
  • A clear statement of purpose: why this programme, why Canada, and your plans afterwards
  • Medical exam confirmation

Work while you study

Eligible full-time students can work off campus for a limited number of hours a week during academic sessions (currently 24) and full time during scheduled breaks. Spouse work permits are now limited to specific cases, such as master’s and doctoral students.
